Urge your legislator to prioritize children's behavioral health in the FY22 Budget!
The FY22 state budget is now in Conference Committee where a team of State Representatives and Senators are working together to create a final budget. We are advocating for the inclusion of targeted investments that will address the impact of COVID-19, provide support for kids in school, and bolster the children's behavioral health system as it meets an increased need for services.

DCF Line Item #4800-0200: $1.5M to support the statewide Mental Health Advocacy Program (MHAP) for Kids
A MHAP for Kids attorney works directly with state agencies, including schools, treatment providers and insurers in order to ensure that a child receives appropriate and needed services. An independent evaluation of the program confirms its positive impact on at-risk youth and their families.
The funding requested will maintain the program in the Family Resource Centers (FRCs) serving ten counties with support from a dedicated intake worker and paralegal.
DPH Line Item #4592-0250: $500,000 to support ongoing training, technical assistance, and expansion for return to school “bridge” programs
Throughout the pandemic, Bridge programs continue to help schools create effective and efficient structures for helping students struggling with serious mental health and other medical challenges achieve success.
DMH Line Item #5042-5000: $150,000 to support establishment of school-based behavioral health technical assistance center
Funding will be dedicated to planning and collaboration with community stakeholders as well as further qualitative and quantitative data collection to support the development of a school-based behavioral health technical assistance center.
Language establishing a screening subcommittee of the Childhood Trauma Task Force to make recommendations on the specifics of utilizing available tools, protocols, and best practices for screening for childhood trauma.
DMH Line item 5011-0100: $150,000 for the Children's Behavioral Health Advisory Committee (CBHAC) and Children's Mental Health Campaign (CMHC) to report on the impact of Covid-19 on children's behavioral health
This funding requires the CBHAC and CMHC to conduct an evaluation of the existing and anticipated impacts of the COVID-19 pandemic on children’s behavioral health and the provision of services and supports.
EOHHS Line item #4000-0053: $10 million for PACT Programs
The Program of Assertive Community Treatment (PACT) is a community-based, multi-disciplinary team which provides the treatment, rehabilitation and support services needed to enable individuals with severe and persistent mental illness to engage in an individual process of recovery. This funding establishes a grant program for a program of assertive community treatment (PACT) for individuals under the age of 22.
