The Foster Child Bill of Rights is a longstanding priority for MAFF. We strongly believe in ensuring that children in out-of-home placements have all the resources and support they need to have a normal and healthy childhood.

Yesterday, the Senate passed An Act Enhancing Child Welfare Protections (S3111). We are grateful to the Senate for including the updated Foster Child Bill of Rights in their version of the bill. Unfortunately, the House did not include the provision in their version (H4646).

As the two versions of the bill move to the Conference Committee, we respectfully request that you contact your legislators to urge their colleagues to protect this provision.

Dear Senator, I am reaching you to ask for your support in protecting the Foster Child Bill of Rights as the An Act Enhancing Child Welfare Protections (H.4646/S.3111) is reconciled by the conference committee. Children come into foster care traumatized and confused under no fault of their own. Oftentimes, they feel left out in the decisions made about their care and living arrangements. Having a well-defined set of rights that ensure that children in care are treated with dignity, respect, privacy, and empathy, establishes a clear standard for foster parents and DCF. It allows for them to have a safe childhood and supports planning and resources for transitions not only through placements but as they age out of care. We respectfully request that you urge your colleagues in the conference committee to maintain this provision from the Senate version (S.3111) in the final bill. Thank you for your continued commitment to the wellbeing of children in care across the Commonwealth.
